Ninja Turtles are one of the easiest themes I know to scale up or down. The formula never changes: green base, tan plastron on the chest, brown shell on the back and a coloured mask, and once those four things are in place people read the character from across the street. That makes it a friendly theme for mixed ages, because a toddler in a green sweatsuit and an adult in a foam shell still look like the same team. The list below covers the four brothers, April O'Neil, Splinter, Shredder and the villains, and most of it can be built from green clothing, felt, fabric scraps and a lightweight homemade shell.

Making a Turtle Shell That Stays on Your Back
The shell is the piece that goes wrong most often. It slides down, flips sideways when you sit, or digs into your shoulders by the third house. I've tried most materials, and here is how they behave.
- Cardboard is fast and free, but it softens in drizzle and creases the first time you lean back in a chair. Fine for a short party, poor for a long trick-or-treat route.
- EVA foam (the floor-mat kind) is my first choice for adults. Warm it with a hairdryer and press it over a bowl or a beach ball to get the dome, then score the segment lines with a blunt pencil while it is still warm.
- Quilted fabric stuffed with a thin layer of batting is the right choice for babies, toddlers and anyone who will sit in a car seat or stroller.
- A roasting or baking pan looks convincing but is heavy and has edges. Tape every rim and pad the straps if you use one.
For straps, I cut them from an old backpack or use wide elastic, at least two fingers wide, and stitch or bolt them through the shell rather than gluing. Hot glue lets go in cold night air. A third strap across the waist stops the shell from swinging when you bend down for candy, and it costs about ten minutes.
Sizing the shell
Measure from the base of the neck to the top of the hips and across the back from shoulder blade to shoulder blade. A shell that hangs below the hips hits the backs of the legs with every step, so I'd rather go slightly short than long.
1. Leonardo Ninja Turtle Costume

Leonardo is the one I build first when a group is still deciding, because blue is the colour nobody argues over. A green long-sleeve shirt and leggings or joggers make the base, and a tan felt chest plate with stitched or painted dividing lines gives you the plastron. Cut the blue mask long enough that the tails reach your shoulder blades; short tails look like a headband. Matching blue wrist and knee bands, a painted cardboard shell on soft backpack straps and a blue-trimmed pizza box or a "team leader" badge in place of swords. Green socks and brown sneakers or shoe covers finish him, and none of it needs a sewing machine.
2. Raphael Ninja Turtle Costume

Raphael lives or dies on the eyebrows. Fitted green sweats, a tan foam or felt chest panel and a red mask with red elbow, wrist and knee wraps will get you most of the way, but it's the scowl that tells people this is Raph and not a red-masked Leo. I draw the brows in a darker pencil and angle them down toward the nose, with only a light wash of green paint so the face doesn't turn into a mask of its own. Slick the hair back or hide it under a close green cap. A brown backpack shell, a red pizza delivery bag and brown high-tops round him out, and the sweatshirt base keeps him warm on a cold walk.
3. Michelangelo Ninja Turtle Costume

I let Michelangelo be the messiest of the four. A green T-shirt over a green thermal, green pants and a felt chest plate are the base; the orange mask, wrist ties and knee wraps carry the colour. Tousled hair poking over the mask actually suits him, so don't fight it. Paint a big grin, then give him a skateboard, an empty pizza box or a felt pizza-slice purse. One practical note: a cardboard shell rides up when you skate or bend, so if a skateboard is coming along, swap to foam and run a waist strap under the shell as well as the shoulder straps.
4. Donatello Ninja Turtle Costume

Purple mask, a bit of gear in hand, and you have Donatello. A green hoodie and joggers keep him comfortable, with a padded tan chest panel and a brown belt over the top. The mask, wristbands, elbow ties and knee wraps all come from one piece of purple fabric so the shade matches. Keep the makeup to green face colour, a touch of purple shadow and defined brows. For the shell, painted foam or felt is lighter than the repurposed roasting pan some people use; if you do go with the pan, tape over every edge before it goes anywhere near a back. A decorated tablet case, an old calculator or a cardboard control panel stands in for the bo staff, and brown trainers finish him.
5. Four Friends Ninja Turtles Group Costume

With four friends, decide the colours on the first group chat, not the morning of the party, because two people always want to be Raph. Everyone wears the same green base, either matching tees and joggers or fitted green jumpsuits, and the same tan chest plates and brown shells. The only thing that should change from person to person is the mask colour, the bands that repeat it and one prop each: a badge, a pizza bag, a skateboard and a tech tablet. I'd keep the face paint at the same strength across all four so nobody looks greener in photos. Matching brown sneakers tie the line-up together.
6. Ninja Turtles Family Costume

A family set needs a different shell per age more than a different outfit. Put everyone in green tops and pants and hand out the four mask colours, but give the adults structured felt chest panels and the children soft fleece or printed ones that fold when they sit. Brown foam or quilted fabric shells on broad backpack straps are the safest choice for little ones; painted cardboard is fine for grown-ups. Keep the green makeup minimal on the kids, and let each person carry one safe prop like a pizza box, skateboard, gadget panel or leader badge. I always add a strip of reflective tape around the rim of every shell, because a dark brown back disappears on an unlit street.
7. Women’s Leonardo Ninja Turtle Costume

This version of Leonardo swaps the leggings-only base for a fitted green long-sleeve top and a green skater skirt over opaque leggings. The chest panel is where the skill goes: cut it from tan foam and shape it to follow the bodice, keeping it thin enough that it doesn't stand away from the body like a tray. A blue satin mask with matching wrist wraps and knee bands carries the colour, and a high braided ponytail keeps the mask tails visible. Green liner with softly blended green accents and a neutral lip keeps the face polished. Add a compact brown shell, a blue pizza-box clutch and brown ankle boots or supportive high-tops.
8. Men’s Raphael Ninja Turtle Costume

For a men's Raphael I go streetwear rather than bodysuit. A green hoodie, tapered green cargo pants and a padded tan chest panel strapped over the sweatshirt look relaxed and still read clearly as Raph. Wrap the deep red mask so the tails hang free but sit well clear of your eyes, then add red wrist wraps and knee bands over the clothes. Short hair can stay as it is; longer hair goes under a green beanie or the hood. A little green around the eyes and jaw with heavy, angled brows gives his scowl. Add a dark brown molded shell, a red pizza delivery bag and durable brown high-tops that can handle a long night on your feet.
9. Kids’ Michelangelo Ninja Turtle Costume

Kids pull off anything that itches, so I build a child's Michelangelo around clothes they already like wearing. Green pajamas, a tracksuit or a sweatshirt and sweatpants make the base, and a light tan felt chest plate that bends when they sit goes on the front. Make the orange mask, wristbands and knee wraps from soft fabric with no tight elastic. A green hood can stand in for most of the face paint, with just a swipe of washable green on the cheeks. A plush fabric shell on backpack straps, sized with room for a jacket underneath, a felt pizza slice or skateboard-shaped bag, brown sneakers, warm socks and a few reflective strips for the walk.
10. Toddler Donatello Ninja Turtle Costume

Toddlers need costumes that come off fast. A zip-up green hoodie and soft joggers make Donatello easy for nappy changes and bathroom trips, and a flat tan felt chest panel held on with hook-and-loop tabs comes away without wrestling. Many toddlers refuse anything over their eyes, so cut a purple headband as a backup to the mask. A small brown cushion or quilted oval on wide shoulder straps makes a shell that won't tip them backwards. A dab of washable green on the cheeks, hair tucked into the hood, a light cardboard tablet, purple socks and brown nonslip sneakers. Skip anything that dangles, because it ends up in their mouth or underfoot.
11. Baby Ninja Turtle Costume

With a baby, I treat the turtle details as decoration rather than costume pieces. A green footed romper or a long-sleeve bodysuit with leggings is the base, and the tan belly panel should be sewn on flat, not glued, since glued felt can peel off and become a choking hazard. A soft stretch headband in blue, red, orange or purple suggests the mask without ever covering the eyes. Skip face makeup. The shell can be a quilted brown oval on the back, though I'd usually put it on the stroller instead and let the baby lie flat. Printed wrist cuffs, green socks or brown booties, and you have something sweet for photos and supervised family time.
12. Maternity Ninja Turtle Costume

A turtle with a bump is honestly a good fit, since the plastron already sits in that spot. Wear a stretchy green maternity dress or a green tunic with supportive leggings, and cut the tan chest panel in soft fabric so it curves above and around the bump instead of pressing on it. Rigid foam is the wrong material here. Pick any mask colour and repeat it with loose wristbands and bands above the knee, and keep the hair in a braid or low bun that holds the mask in place. Green liner and a little cheek colour are plenty. I'd make the shell as a light brown cape over the shoulders rather than a backpack, because straps across a pregnant back get uncomfortable within an hour. Cushioned brown sneakers and a pizza-shaped crossbody bag.
13. Plus Size Ninja Turtle Costume

Separates fit better than one-piece suits on a plus-size frame, and they're easier to get in and out of at a party. Start with a green tunic, relaxed joggers and a soft tan chest panel cut to your own measurements rather than a standard oval, which can look like a bib. A wider mask in your colour, repeated at the wrists and knees, reads clearly at any size. Any hairstyle works because the character is carried by the colour. Blend green over the cheeks and forehead and keep the eyes defined. A light shell on adjustable straps, a pizza tote and brown sneakers or supportive boots, all in stretch fabrics, keep it comfortable through a long evening.
14. DIY Ninja Turtle Costume

This is the thrift-store version, and it's the one I'd send a first-time maker to. A green T-shirt over a green long-sleeve base and black or green pants are the clothes. Cut a tan felt oval for the chest, mark the panel lines with fabric paint, and stitch it on with a few running stitches at the edges; felt glued to a polyester tee usually peels away by the end of the night. Cut the mask and arm and leg bands from cheap coloured fabric. A cardboard oval or a painted baking pan becomes the shell, as long as the straps are padded and the edges covered. Washable green face paint, an empty pizza box and brown sneakers, and the painted pattern on the shell is where you get to make it yours.
15. Last-Minute Ninja Turtle Costume

Last-minute turtles come straight out of the wardrobe. Any green hoodie, tee or sweater with green, black or brown pants is a fine base. A chest plate can be cut from tan paper, felt or an old pillowcase and pinned on, and one strip of coloured fabric becomes the mask with smaller strips at the wrists. Green eyeshadow does the job of face paint in a pinch. Paint a cardboard oval brown and strap it to a small backpack you already own. The clean pizza box is doing more work than anything else here, so don't leave it behind. Brown boots or sneakers and you're out the door.
16. 1980s Cartoon Ninja Turtles Group Costume

The cartoon team is bright, flat and outlined, so I push the colours further than the other versions. Four people in vivid green bodysuits, leggings or sweatsuits, with big yellow-tan chest panels, and masks, belts, wrist cuffs and knee bands in blue, red, orange and purple. The trick that makes it look animated is a black outline: run a marker or paint line around the shell segments and the edge of the chest plate, and it suddenly reads like a cel. Keep the green makeup smooth and even, and slick hair under green caps or fitted hoods. A pizza box, retro skateboard, portable radio and a homemade computer panel, plus white sneakers with brown shoe covers.
17. 1990 Movie Ninja Turtle Costume

The 1990 film turtles are darker and more textured, so this is a painting job more than a sewing one. Start with a dark olive bodysuit or an olive thermal and matching pants. Shade a tan chest panel with brown fabric paint, dry-brushed so it looks worn. Pick your turtle's mask colour and wrap the wrists and knees to match. Cover the hair with an olive hood and blend two or three greens across the face for depth. The shell should be deep brown foam with scored, carved-looking segments; EVA foam takes those lines well if you warm it with a hairdryer first. An aged pizza carton or a sewer-map scroll and distressed brown boots, and it still stays family-friendly.
18. Mutant Mayhem Ninja Turtle Costume

Mutant Mayhem has that sketchbook look, so the details should look hand-drawn on purpose. A bright green hoodie and loose green cargo pants form the base. Paint wobbly black lines on a tan felt chest panel rather than ruling them straight; a perfectly neat panel looks wrong for this version. Give the mask slightly uneven ties and wrap the wrists and knees to match. A knit cap or visible hair keeps it teenage. Soft freckles and a few drawn contour lines in skin-safe cosmetic pencil carry the art style onto the face, and stickers or removable doodles on the shell carry it onto the back. A notebook, headphones or skateboard and chunky sneakers.
19. April O’Neil Reporter Costume

April O'Neil is the easy pick for the friend who refuses to wear green. A yellow utility jumpsuit is her signature, though yellow coveralls or a yellow jacket with matching pants work too, over a white tank or tee with a belt at the waist. The red hair matters more than people expect; if you don't want to dye, a shoulder-length red wig with soft bangs does the job, and I'd brush it out and trim the fringe before wearing, since cheap wigs arrive with a stiff, too-long fringe. Fresh makeup, a foam microphone with a generic news label, a press badge and white high-tops or white ankle boots. A small turtle pin ties her to the group.
20. Casey Jones Sports Costume

Casey Jones is a good companion for someone who wants to be in the theme but hates face paint. A grey hoodie under a sleeveless dark denim vest and black joggers set up the street look. His white mask is the centrepiece, so pick or make one with clear, wide eye openings and some ventilation; a hockey-style mask fogs and narrows your view fast once you're inside. Messy hair under the hood, a bit of dark shading round the eyes, padded gloves and elbow and knee pads. A mesh gym bag of light foam balls replaces real sports gear, and black high-tops finish him. Stand him next to a Raphael or an April and the trio makes sense straight away.
21. Master Splinter Costume

Splinter is all layers, which makes him one of the more comfortable outfits on this list. Grey-brown pants and a matching long-sleeve shirt go under a burgundy or maroon robe tied with a dark sash. A grey rat-ear headband and a soft fabric tail stitched to the back of the robe do most of the character work. Shade grey and brown around the nose, cheeks and brows, and if you want whiskers, attach them to the makeup with lash glue rather than the skin near the eyes. Hair back, or a swept-back grey wig. Carry a small scroll, meditation beads or a tea cup, and wear flat shoes so the robe doesn't drag. Adults and teachers tend to like this one because it's warm and modest.
22. Shredder Armor Costume

Shredder can look imposing without a single sharp edge. A dark grey fitted shirt and pants go under a sleeveless purple tunic, and the chest and shoulder armour is cut from flexible silver foam with every corner rounded. I heat-shape EVA foam over a shoulder or a mixing bowl so the pieces curve instead of sitting flat. Add silver forearm cuffs, shin panels, a wide belt and a lightweight helmet with an open face so you can see and breathe. Smoky grey eyes give the villain stare. In a crowd, pointed attachments catch on people, so leave the blades off and carry a purple clan banner or folded city map. Black boots against the metallic armour.
23. Bebop Mutant Costume

Bebop is half punk, half warthog, and the mohawk carries the punk side. Black faux-leather pants, a dark sleeveless vest and a purple or red fitted shirt make the clothes. A soft brown boar-ear headband and a rounded foam snout on comfortable elastic make the animal side; check the elastic isn't pressing on the ears before you leave. Add a short brown mohawk wig, brown face makeup, heavy brows and dark liner, padded wrist cuffs, layered necklaces and purple sunglasses. A padded brown vest insert bulks up the chest without restricting your arms. A portable speaker or cassette player and thick-soled black boots, and he pairs naturally with Rocksteady.
24. Rocksteady Mutant Costume

Rocksteady is a grey costume with a military jacket thrown over it. Start with grey sweats and add a sleeveless olive utility vest. The headpiece is a padded grey hood with small rounded ears and a single foam horn; keep the horn soft and short, because a long one hits doorframes. Grey face makeup over the nose and cheeks helps the hood blend into the face, and the hair stays hidden under it. Camouflage fabric panels, fingerless gloves and a wide brown belt give him texture. A big olive backpack or a radio prop and sturdy black or brown boots. He's at his best standing next to Bebop and Shredder.
25. Krang Android Costume

Krang is the build for the person who likes a project. Wear a silver-grey jumpsuit with padded shoulders, white gloves and metallic shoe covers. The chest window is the hard part: make a rectangular frame from lightweight foam, fit clear plastic into it, and leave gaps at the sides so the plastic doesn't fog or trap heat against your chest. A pink felt brain plush with stitched folds and cartoon eyes goes inside. Hair under a silver helmet or smooth hood, with silver paint only on exposed skin. Rounded control buttons, tubing and coloured panel details on the suit, and silver platform sneakers, which are far easier to walk in than rigid costume boots.
26. Foot Clan Group Costume

The Foot Clan suits a group that wants something darker and doesn't want to paint their faces green. Everyone wears a black long-sleeve top, loose black pants and a sleeveless dark grey tunic, with purple sashes, wrist wraps and lower-leg bands. Black fabric hoods and soft lower-face coverings give the ninja shape; I always check that the fabric sits below the nose bridge so nobody's breathing through it all evening. A small purple clan patch on each chest or shoulder links the group. Training scrolls or light banners as props, and black slip-on sneakers. Put a Shredder in front of them and the whole line-up clicks.
27. Venus Ninja Turtle Costume

Venus is a deep cut, so expect a few people to ask who you are, and expect the people who know to love it. Her mask is a pale blue, softer than Leonardo's, and that difference is the whole character, so take a swatch of Leo's blue with you when you buy fabric. Wear a fitted green jumpsuit or a green top and leggings with a tan segmented chest plate, a brown belt and dark green knee panels. Repeat the pale blue at the wrists and ankles. A high bun or braided ponytail keeps the ties visible. Blended green face makeup, blue liner, a streamlined foam shell and a blue fan, scroll or pouch as her prop, with brown ankle boots.
28. Ninja Turtle And Reporter Couple Costume

A turtle and a reporter work as a couple because the two outfits don't match at all, yet they obviously belong together. One person wears the green base, tan chest plate, brown shell, a coloured mask with matching bands, green makeup, a fitted hood, brown sneakers and a pizza bag. The other wears the yellow jumpsuit over a white top with a red bob wig or their own red hair, fresh makeup, white sneakers, a press badge and a foam microphone. My one coordinating move is to put the turtle's mask colour somewhere on April, on the notebook or the belt. Side by side, the yellow and green sit well together in photos.
29. Ninja Turtle Costume For Teachers

Most schools ask teachers to keep their face visible and their props tame, and this version does both. A green cardigan over a tan top and green trousers or a knee-length skirt with opaque tights handle the turtle colours. Tie the mask colour as a headband above the eyes rather than over them, so you can still read faces and run the room. Repeat it at the belt, a wrist cuff and your shoes. Green eyeliner is plenty of makeup. A small felt shell pinned to a cardigan, tote or backpack stays out of the way when you sit. A pizza-themed lesson folder or a "turtle team" sign is the prop, with flats, loafers or supportive sneakers.
30. Ninja Turtle Dog Costume

For a dog, build everything onto a harness the dog already wears happily, not a new outfit. A breathable green pet shirt or the harness itself makes the base, with a soft tan chest patch beneath it and a quilted brown shell on the back. Keep the shell light and attach it with hook-and-loop tape so it can come off in a second if the dog starts scratching at it. A coloured fabric band on the harness stands in for the mask; nothing should cover the eyes or ears. No makeup, wigs or dangling bits. A small felt pizza slice can go on the harness for photos. Watch the dog closely and take it all off at the first sign of stress.
Masks That Don't Slip or Block Your View
The coloured mask is the cheapest part of the costume and the one people adjust all night. A few things help.
- Cut the mask band about a hand's width longer than your head measurement, so it ties with long tails. The tails are part of the look.
- Cut the eye holes larger than you think, then try it on and look down at your feet. If you can't see your shoes, cut wider. Kids especially need to see kerbs and steps.
- Use a knit or stretch fabric. Woven cotton slides over hair; jersey grips it. A couple of bobby pins behind the ears hold it in place.
- Fleece and felt don't fray, so the edges can stay raw. Satin frays fast, so seal its edges with a lighter flame or fabric glue if you choose it.
For anyone who hates having fabric on their face, tie the band as a headband above the eyebrows. You lose a little of the character, but the colour still says which brother you are.
Green Faces Without Green Collars
Green makeup on the cheeks and forehead connects the head to the body, but it also rubs off onto hoods, collars and anyone you hug. I patch-test any face paint on the inside of the wrist the day before, especially for kids. Water-activated paint sets dry and transfers far less than cream; if you use cream, press a translucent setting powder over it and let it sit for a minute before brushing off the extra.
Keep green away from the hairline if you're wearing a hood, since that is where it transfers first. To take it off at the end of the night, start with an oil-based cleanser or baby oil on cotton pads, then wash with a gentle face wash. Scrubbing with soap alone leaves a green tint around the nose and brows until the next day.
Four Colours, One Shell Each
Every outfit on this list comes back to the same four pieces: green base, tan chest plate, brown shell and a coloured mask. Get those right and you can make the theme fit a baby, a teacher, a group of friends or the dog, then let the props show who's who. If I were starting from nothing, I'd make one good foam shell pattern first and cut every family member's shell from it, because the shell is the piece that makes a group look like a team. Keep straps soft, edges rounded and shoes comfortable, and the costumes will last the whole night.
