Most people who dress modestly already know the problem: half of what's in the shops for summer is sleeveless, short or close-fitting. This season helps a little. Wide trousers, long tiered skirts, loose shirts and dresses layered over pants are everywhere, and they're easy to wear covered. These 25 complete outfits cover work, the beach, brunch and ordinary errands. For each one I've added what I'd check in the fitting room, because the same skirt can be cool and comfortable or hot and clingy depending on the fabric and the cut.

Adding Sleeves to Sleeveless Summer Pieces
Shops sell far more sleeveless summer clothes than covered ones, so a lot of modest dressing in July is about adding a sleeve. Here are the layers I use, from lightest to warmest.
- An open linen or cotton shirt. The most useful one. It covers shoulders and upper arms and stays open at the front for air.
- A sheer kimono or duster. Almost no added heat, but it flies open in wind and covers less when you reach.
- A short shrug or bolero. Neat over evening dresses and jumpsuits, though it leaves the back exposed when you lean forward.
- A fitted cotton under-layer with sleeves. A thin long-sleeve top under a sleeveless dress. Warmer, but it keeps the arms covered whatever you do.
- A fine-knit cardigan. Best for air-conditioned offices, too warm for outdoors in midday heat.
Pick the layer in the same color family as the outfit or one shade off. A sharply contrasting cardigan over a summer dress tends to look like an afterthought.
1. Lightweight Linen Maxi Dress With Flat Sandals

Start here if you only buy one new thing. A linen maxi covers you completely, and the fibers let heat out, so it stays cool where a full-length polyester dress would not. Oat, stone and sage are the easiest colors to wear. Choose a cut that skims rather than fits; a nipped waist in linen pulls and creases. Tan or cognac flat sandals, a small structured crossbody, gold hoops and a straw hat are all it takes. Roll the sleeves once when the afternoon heats up.
2. Wide Leg Trousers And Oversized Button Down Shirt

An oversized button-down in pale blue, white or mint over high-waisted wide-leg trousers in beige, cream or light gray is about as light as a covered outfit gets. A loose front tuck with the back left out marks the waist without making the shirt cling. Pointed mules lengthen the leg, and a structured tote and slim watch keep it neat enough for a casual office. The fabric matters more than the cut here: cotton or a linen blend, never polyester, since a shirt that covers your arms needs to let them breathe.
3. Kaftan Cover Up With Modest Swimsuit

A lightweight kaftan over a one-piece with a higher neck and full-coverage bottom gets you from the water to lunch without a change. The open shape lets air in while it keeps the sun off your shoulders and arms. Flat waterproof sandals, a wide straw hat, sunglasses and a canvas or straw tote finish the beach side. Rayon and chiffon dry quickly, which is why I'd choose them over cotton gauze here. Keep in mind that most light kaftans turn see-through when wet, so let the suit dry a little first.
4. Dress Over Trousers Layered Summer Outfit

A dress worn over trousers gives you full leg coverage and lets you wear dresses that would otherwise be too short or too sleeveless. A sleeveless slip or midi shirt dress over straight or wide linen trousers makes one long line. Both layers have to breathe, so think cotton poplin over light crepe, never two synthetics. I keep it tonal, cream on cream or gray on charcoal, so it reads as one outfit. Flat sandals or low block heels and a small shoulder bag suit a gallery or a creative office. Add a light shirt or cardigan for the arms, and check that the dress has side slits; without them, it bunches over the trousers when you walk.
5. Midi Skirt With Tucked In Tee And Sneakers

This is my school-run outfit. A gathered cotton midi that ends below the knee, a short- or elbow-sleeve crewneck tee tucked in, and white sneakers. White, navy or a muted stripe on top all work. A small backpack or belt bag keeps your hands free, and a denim jacket around the waist handles cold shops. The tee should be a firm cotton rather than thin jersey; thin jersey tucked into a gathered waist shows every line of the skirt's elastic. Choose an elbow sleeve if you want the upper arm covered when you lift a child.
6. All White Monochrome Modest Summer Outfit

All white is cooler than it sounds because pale colors reflect sun. A loose white linen shirt with white wide trousers or a tiered white maxi gives a calm outfit. The way to stop it looking flat is to mix textures: crinkled linen next to smooth poplin, or matte cotton with a satin trim. Nude flat sandals keep the line going, and a rattan bag and a bit of gold add warmth. White is the color most likely to show through, so I fit it over skin-tone underwear and do the window test before I buy. It's good for brunch or a daytime event.
7. Floral Maxi Dress With Lightweight Shirt Layer

A floral maxi with a shirt over it is one of my favorite ways to rescue a dress with straps or a sleeve that's too short. Choose a small botanical or watercolor print with a modest neckline, then add an open cotton or linen shirt in cream, chambray blue or olive. Roll the sleeves and leave it unbuttoned. White sneakers or flat espadrilles keep it walkable for travel days and outdoor brunches. Pick a shirt slightly longer than the dress waist; if it ends right at the waist, it cuts the figure in half.
8. Linen Co Ord Set With Wide Leg Pants

A linen co-ord with an elbow-sleeve top and wide-leg trousers takes one decision in the morning. Oatmeal, stone, sage and dusty blush are the easiest colors. Flat leather sandals or woven slides, a simple tote and a bit of gold are enough. Linen keeps you cool in serious heat, and the set splits up later: the trousers with a white tank and a shirt over it, the top with a midi skirt. One thing to know before buying, the top must cover the trouser waistband when you raise your arms, so try it on and reach up.
9. A Line Midi Dress With Woven Tote Bag

Of all dress shapes, the A-line is the one I find suits the most bodies. It skims the hip and thigh, flares just enough to let air in, and ends below the knee. Cotton or crinkled rayon is cooler than jersey, which can cling once you sweat. Flat slides or ballet flats, a woven tote, a small pendant and a claw-clip updo make it a weekend or lunch outfit. If the dress is sleeveless or short-sleeved, check that the armholes aren't cut deep; that's the one place an A-line often shows more than people expect.
10. Palazzo Pants With Sleeveless Knit Top

Palazzo pants cover the whole leg and still let air move freely, so I'd call them the single coolest trouser shape for covered dressing. High-waisted, floor-grazing styles in crepe, rayon or a linen blend move well. Tuck in a fitted sleeveless knit or ribbed tank, then add an open cardigan, shrug or cropped kimono for the arms. Pointed flats or low block-heel sandals make it dressy enough for dinner, and a small clutch with bold earrings finishes it. Hem them half an inch off the floor in the shoes you'll actually wear, or the back edge gets dirty fast.
11. Boho Tiered Maxi Skirt With Simple Tank

A high-waisted tiered maxi skirt in soft coral, terracotta, or dusty rose brings warm color to a summer wardrobe. Tuck in a simple fitted tank or scoop-neck tee in cream, with a light shirt over it if you want your arms covered. Rayon and cotton skirts move in a sea breeze and breathe in humid heat. Flat rope sandals or woven huaraches keep it walkable, and a crochet crossbody adds texture. Tiered skirts add width at each seam, so on a petite frame I'd keep it to three tiers and choose a smaller print.
12. Utility Jumpsuit With Canvas Sneakers

A utility jumpsuit in khaki, soft olive or stone is one piece, so there's nothing to coordinate. Look for elbow sleeves, a belt or elastic at the waist and a relaxed wide leg. Pockets give it a practical feel. White or cream canvas sneakers make it a full-day outfit, and a cognac belt bag breaks up the solid color. Roll the sleeves a little and open the top button for a softer look. Heavy cotton twill gets hot, so I'd go for a lighter twill or a linen blend for casual sightseeing or market trips in real heat.
13. Pleated Midi Skirt With Button Down Shirt

Pleats add movement and some polish, and a chiffon or satin midi in dusty rose, champagne, powder blue or sage makes a dressier summer skirt. Tuck in a crisp cotton button-down, in white or a soft stripe, and roll the sleeves to the elbow. Pointed mules or low block heels, a slim belt to match the shoes, a structured bag and pearl studs finish it for an office day or a bridal shower. Satin shows every water mark and sweat drop, so I'd choose chiffon for an outdoor event and keep the satin for air-conditioned rooms.
14. Cotton Poplin Shirt Dress With Slim Belt

Cotton poplin has body without stiffness, so a shirt dress in it keeps a clean shape through a hot day. The collar and buttons let you decide how covered the neckline is, and a midi or below-knee length covers the leg. A slim belt gives it a waist. Roll the sleeves neatly and wear flat leather sandals or white sneakers with a crossbody or tote. I'd check the button spacing at the bust before buying; if the dress gapes between buttons when you sit, size up or add a hidden snap.
15. High Waisted Trousers With Silk Camisole

For dinners and evenings, high-waisted tailored trousers in navy, deep olive or charcoal sit well with a silk or satin-blend cami in cream or blush. The cami drapes and the trousers give structure. For coverage, layer a light blazer, cropped cardigan or open duster over it; this is the layer that decides how modest the outfit is, so keep it on. Pointed heels or heeled sandals lengthen the leg, and a metallic clutch with fine layered chains adds a little shine. Silk shows sweat at the underarm, so a cami with a cotton lining or dress shields will save it.
16. Tiered Maxi Dress With Straw Hat And Slides

Floor-length gathered tiers give full leg coverage and plenty of movement, which is why tiered maxis are such easy summer dresses. Crinkle rayon, cotton voile and Tencel all breathe, and crinkle rayon hides creases in a suitcase. A wide straw hat, flat slides, a large tote and a few thin gold bracelets finish it for a market morning or a garden party. Many tiered maxis have thin straps, so plan a cropped cardigan or a shirt over the top if you want shoulders covered.
17. Loose Linen Shirt With Culottes Outfit

Culottes sit between trousers and a skirt, cropped for coolness but wide enough to look like a skirt when you stand. High-waisted culottes in dusty blue, olive or sand go well under a loose, untucked white or cream linen shirt. Flat sandals, espadrilles or white sneakers all work. A slouchy leather tote and small gold hoops finish it for a creative office or a travel day. Culottes look best when they end at mid-calf; any shorter on taller women, and they start reading as shorts.
18. Kimono Sleeve Maxi Dress With Flat Sandals

A kimono-sleeve maxi dress covers the upper arm with a wide, open sleeve, so air keeps moving while you stay covered. Rayon crepe, chiffon and Tencel in jewel tones, earth shades or small botanical prints all suit it. A tie or soft elastic at the waist stops the volume swamping you. Flat strappy sandals, a woven clutch and earrings that catch the light finish it for a holiday dinner. Wide sleeves fall back toward the elbow when you lift your arm, so if full arm coverage matters to you, wear a fitted cotton sleeve or arm sleeve underneath.
19. Striped Midi Dress With White Sneakers

A striped midi in navy and white, blue and ivory or sage and cream is about as easy as summer dressing gets. Vertical stripes add length; diagonal ones look more relaxed. Poplin keeps its shape best in heat. Ribbed knit and cotton jersey are softer but cling once damp. White leather sneakers and a denim jacket over the shoulders make it a walking-day outfit, with a canvas tote, small studs and a sporty watch. If the hem stops right at the knee, sit down in it before buying; it will ride up above the knee.
20. Matching Knit Set With Long Cardigan Layer

A matching knit set, a sleeveless or short-sleeve top with a midi skirt or wide pants, looks finished without effort. Ribbed knit in lilac, mint or powder blue suits summer. A long open cardigan in the same color family covers the arms. Flat mules, ballet flats or low heels keep it neat, and a small shoulder bag and fine jewelry make it right for brunch or a baby shower. Ribbed knits cling as the day goes on and the fabric relaxes, so choose a size where the skirt skims your hips in the morning rather than fits them.
21. Denim Maxi Skirt With White Blouse

A light or mid-wash denim maxi skirt gives a casual outfit structure, and a modest slit or none at all keeps it covered. Wear it with a soft white blouse with elbow or gentle puff sleeves, fully tucked or front-tucked. Brown leather sandals, a woven belt and a canvas or leather tote suit school events and weekends. Denim maxis are heavier than cotton skirts and warmer, so I keep them for milder days. A front slit should stop below the knee when you walk; check it in a mirror while stepping.
22. Chiffon Abaya With Block Heel Sandals

A flowing chiffon abaya in a soft neutral or pastel is light and translucent, so it always goes over an inner slip dress or matching set. Tonal embroidery, a border print or soft pleats are enough detail. Nude or metallic block-heel sandals give height that's comfortable for a long evening, and a satin or textured hijab with a structured bag or clutch completes it for Eid or a formal event. Choose a cotton or viscose inner layer rather than polyester; it's what touches your skin, and it decides how cool you'll stay.
23. Tunic Top With Cropped Wide Leg Pants

A long cotton or linen tunic covers the hip and thigh, so cropped wide-leg pants underneath can stay light. Keep them in the same family: an ivory tunic over beige pants, or pale blue over navy culottes. Flat slides, espadrilles or fisherman sandals, a slouchy bag and wood or shell jewelry finish it for errands or an outdoor lunch. Side slits on the tunic should end at the hip bone or lower, or they open up whenever you sit.
24. Smock Dress With Crossbody Bag And Flats

Smocking is the stretchy shirring stitched across a bodice. It holds a dress close at the top and lets the skirt fall away, so it works on many body shapes. A midi or maxi in a solid pastel, small floral or soft stripe, with ballet flats, Mary Janes or plain slides, suits picnics and showers. Add a neutral crossbody and small studs. Smocked bodices often come with short or puff sleeves and a square neck, so check how low the neckline sits when the smocking stretches over your bust.
25. Soft Gingham Midi Dress With Straw Bag

Gingham in powder blue, sage or lavender looks fresh without any effort. A midi with gentle volume, a modest neckline and a hem below the knee lets air in and keeps you covered. Flat slides or strappy sandals, a straw bag and a little gold or pearl jewelry are enough, with a claw-clip updo and a sheer lip tint. It's what I'd put on for coffee, school pickup or errands. Small checks in cotton hide wrinkles better than a plain fabric, which makes gingham a good choice for a dress you'll sit in all day.
Hijab Fabrics for the Hottest Days
A scarf that's lovely in spring can be stifling in August. The fiber and the weave matter more than the color.
- Cotton voile and modal jersey breathe well and soak up sweat at the hairline.
- Crinkle chiffon is light and doesn't slip much, though polyester versions trap some heat.
- Satin and silk look dressy but slide and show sweat, so I keep them for evenings indoors.
- A thin cotton or bamboo underscarf is cooler than a thick one, and a mesh cap is cooler still.
Sit, Bend and Reach Before You Pay
An outfit that's covered while you stand in front of a mirror can be a different story at a picnic. I make every client move in the fitting room before they buy anything on this list.
- Sit down. Watch where a midi hem ends and whether a slit opens above the knee.
- Lean forward as if picking something up. Check the neckline and the back of the waist.
- Lift both arms. Check that the top still covers the waistband and that wide sleeves don't slide too far.
- Walk a few steps toward a window. Light behind you shows how sheer the fabric really is.
If something fails one of these, the fix is usually simple: a slip, a longer cami, a size up or a small safety pin. It's still better to know before you leave the shop.
Which of These to Buy First, and Which Can Wait
Covered summer dressing works when the fibers breathe and the shapes leave room for air. Linen, cotton, rayon and Tencel do the heavy lifting; synthetics belong on the outside, if anywhere. If I were shopping for a client, I'd buy a linen maxi, a pair of wide-leg trousers with a loose shirt, and one light cardigan or open shirt to put over sleeveless pieces. That small group covers most of the outfits above. Add an abaya, a pleated skirt or a co-ord later, once you know which plans fill your summer.
