The candy-land world of Katy Perry's "California Gurls" video is a gift to anyone who likes to make things: bright dresses, pastel wigs, sparkly makeup, giant sweets and shoes with some attitude. Almost all of it can be built from thrifted clothes, felt, craft foam and tulle. I've sewn and styled thirty versions here, from the candy-covered dress most people picture to boardwalk separates and sparkly stage looks. Pick the one that suits your budget and the sewing you enjoy. Whatever you choose, keep the sweets light and the shoes walkable, because these parties involve a lot of dancing.

Felt Sweets That Stay On the Dress
Nearly every look below involves felt candy on a dress. The way you attach it decides whether it lasts the night or ends up on the dance floor. Glue is quick, but most fabric glues let go of slippery polyester and stretch knits once the fabric bends. Here is how I'd do it.
- Cut all your shapes in one sitting with sharp fabric scissors. Stiffened felt keeps crisper edges than soft craft felt.
- Lay them out on the dress while it's on a hanger or a body, not flat on a table, so you can see where they'll sit once you're wearing it.
- Hand-tack anything larger than a coin with two or three stitches at the back, and use glue only for small dots and sprinkles.
- If you want the dress back afterwards, safety-pin from the inside or use removable fashion tape, and test that tape on a hidden seam first.
- Keep the waistline and the back of the skirt lighter. Those are the spots you sit on and lean against.
1. Classic Candy Dress California Girls Costume

This is the look people picture first: a fitted white dress covered in fake sweets. Choose a sleeveless or short-sleeve dress you can actually move in, then add felt peppermints, wrapped candies and gumdrops. I hand-tack the bigger pieces with a few stitches and only glue the small ones, since glue alone tends to peel off a polyester dress once it flexes. A shoulder-length lavender wig with blunt bangs, pink shimmer shadow, rosy cheeks, glossy lips and a few face gems at the eyes. Carry a cardboard swirl lollipop on a dowel, and finish with pink tights and glittery Mary Janes.
2. Peppermint Dress California Girls Costume

Red-and-white swirls make the peppermint dress crisp and easy to read. Start with a white fit-and-flare and cut big peppermint circles from red and white felt; I put them at the neckline, waist and skirt and leave space between them, because a dress covered edge to edge looks heavy and the felt starts pulling at the seams. A pale pink bob with smooth bangs and a peppermint clip over one ear. Red liner, soft pink blush and a shiny cherry lip. A foam-board peppermint in clear cellophane, striped tights and red flats. Outlining a few candies in glitter fabric paint adds sparkle that won't shed the way loose glitter does.
3. Cupcake Skirt California Girls Costume

The cupcake look keeps the sewing simple: a pastel pink top and a knee-length accordion-pleated skirt that already looks like a wrapper. A soft white tulle layer gathered at the waist plays the frosting, with felt sprinkles and pom-poms on top. Cut the tulle double the width of your waist and gather it on elastic; one layer looks thin. A lavender wig in loose curls with a cherry headband made from red foam balls and green felt leaves. Pink shimmer, winged liner, rosy blush and berry gloss, a cupcake purse or a tray of fake cupcakes, and platform sneakers with removable sprinkle stickers.
4. Cotton Candy Cloud California Girls Costume

Cotton candy is all tulle, and tulle behaves best when you go lighter than you think. Start with a pastel dress or a top and skirt, then loosely bunch pink and blue tulle across the bodice and hem, tacking it at a few points so it stays airy. A sky-blue wavy wig gives contrast and a little cloud headband carries the theme. Pearly shadow, pink mascara, luminous blush and a glossy nude-pink lip. For the prop, top a paper cone with a puff of gathered pink tulle. White tights, pastel blue sneakers and silver star clips in the wig. Tulle snags on velcro and jewelry, so keep both away from it.
5. Rainbow Lollipop California Girls Costume

Color is the whole idea in the rainbow lollipop dress. Use a white skater dress and stitch curved strips of red, yellow, green, blue and purple felt in swirls across the skirt and bodice. Curves are fiddly to glue; I pin each strip and stitch down the middle with a long machine stitch, which also lets the skirt keep its swing. A lavender or electric blue blunt bob with rainbow barrettes along one side. Two pastel shadows, crisp black liner, pink blush and coral gloss. The lollipop is foam board painted in acrylic on a light tube. Striped knee socks and white platforms with bright laces finish it.
6. Ice Cream Sundae California Girls Costume

A sundae makes a sweet party dress. Start with a pale cream fit-and-flare and add brown felt drips around the neckline for chocolate sauce; cut them freehand so they look poured rather than stamped out. Pom-pom sprinkles across the skirt and a white tulle ruffle at one shoulder. A pink bob with a cherry headband and two pastel clips. Brown winged liner, champagne shimmer, strawberry blush and glossy red lips. A light spoon prop or a small sundae purse, white ankle boots and red socks for the cherry. The drips work at any dress length, so you can choose the hem you're comfortable with.
7. Gummy Bear California Girls Costume

Gummy bears need a background color so they don't disappear, which is why I'd start with a turquoise or pale blue dress. Cut bear shapes from translucent craft sheets or bright felt and secure them over the bodice and skirt. Skip real candy: it melts, gets sticky and adds weight you'll feel by the end of the night. A lavender wig in smooth waves with tiny bear clips, aqua shadow, purple liner, fresh pink blush and clear gloss. A clear handbag filled with spare felt bears is a prop and a pocket in one. Bright tights and white sneakers with rainbow laces.
8. Candy Button Dress California Girls Costume

Candy buttons are the easiest DIY pattern here, and they photograph well. Take a plain white shift or T-shirt dress and attach felt circles in pink, yellow, blue and green, spaced in vertical rows like the paper strips. A ruler and a chalk line keep the rows straight; wobbly rows make it look like polka dots. A lilac bob with smooth bangs and a pastel bow near the temple. Multicolored shadow, a thin wing, rosy cheeks and bubblegum lipstick. Carry a rolled strip of oversized candy buttons made from paper and foam. Pink opaque tights and glitter sneakers. Flat felt dots come off cleanly afterwards, so it suits a first project.
9. Black Licorice California Girls Costume

Licorice gives you a darker palette that still looks like fun. Wear a black fit-and-flare trimmed with curved red and pink felt ropes and add a candy-striped belt to bring color to the waist. A glossy purple bob with black-and-pink barrettes keeps it fantasy. Smoky plum shadow, a precise wing, bright blush and a raspberry gloss, kept playful rather than spooky. The licorice twist is a flexible foam pool-noodle-style tube wrapped in black ribbon. Red tights with black platform loafers or low ankle boots. If you own more black than pastels, this is your version.
10. Bubblegum Pink California Girls Costume

One color in different textures is how the bubblegum look avoids going flat. Start with a bright pink full-skirted dress and decorate the neckline and waist with round pink ornaments in several sizes. Use light foam balls rather than balloons; balloons pop or shrink before the party is over. A pastel pink bob with rolled bangs and a headband with one big bubble. Pink shimmer, rosy blush, glossy lips and a few pearl face stickers. A bubblegum-machine purse or a clear tub of pom-poms, pale pink tights and darker pink Mary Janes. The shade changes between the pieces are what make it interesting.
11. Blue Raspberry California Girls Costume

Electric blue and purple give a cooler take that comes alive under party lights. Choose a royal blue dress or a top-and-skirt set and add clusters of purple pom-poms with sparkly blue candy shapes. A vivid blue bob with blunt bangs frames the face; purple crystals or little raspberry clips go in the hair. Icy blue shadow, violet liner, cool pink blush and berry gloss. The prop is an oversized blue candy stick wrapped in shiny cellophane. Purple tights and metallic blue ankle boots. With only two colors, shopping is quick and the DIY stays simple.
12. Lemon Drop California Girls Costume

Yellow is sunny, but it's also unforgiving, so try the shade against your face before you buy. A lemon-yellow fit-and-flare with white tulle peeking under the skirt, plus yellow felt circles and small iridescent gems around the neckline, sleeves and hem for a sugared look. A pale lavender wig for contrast, or your own hair with a yellow bow headband. Golden shadow, white liner, peach blush and glossy coral lips. A big lemon drop wrapped in clear cellophane with twisted ends, white tights, yellow ballet flats and a lemon-shaped bag to hold your phone.
13. Watermelon Candy California Girls Costume

Watermelon reads from across a room with very little decoration. Start with a bright pink dress, then sew a green band at the waist and a green border around the hem; a strip of green bias binding or ribbon is the quickest way to do the hem. Scatter small black felt seeds over the skirt and bodice. A mint-green bob or your own hair with pink and green clips. Watermelon-pink shadow, thin green liner, soft blush and shiny pink lips. Carry a foam slice with a painted sugar edge, and wear green tights with pink platforms. Basic clothing, felt, fabric tape and craft paint are all you need.
14. Rainbow Sherbet California Girls Costume

For rainbow sherbet, wear a tiered tulle dress or sew a fitted pastel top over a three-tier skirt, each tier in a different shade of orange, pink and lime. Tiers hang best when each is about one and a half times the width of the one above it. A lavender wavy wig with pom-pom clips like tiny scoops. Peach shadow, mint liner, pink blush and glossy coral lipstick. A light scoop prop or a pastel cup of foam scoops. White ankle socks and color-block platforms. Soft fabric trims keep the skirt moving; rigid ornaments weigh it down.
15. Chocolate Bonbon California Girls Costume

Chocolate brown with candy pink is the unexpected one. Start with a brown flared dress and add gold foil-effect fabric circles, pink ribbon trim and a few light foam bonbons. The pastel pink bob brightens the darker base and keeps it tied to the video's pop colors. Bronze shadow, brown liner, warm pink blush and berry gloss. An oversized bonbon wrapped in gold cellophane, pink tights and brown Mary Janes. A few gold gems at the neckline and hairline add sparkle. Thrift stores often have brown dresses when they're short on pink, which helps.
16. Caramel Popcorn California Girls Costume

Caramel popcorn takes the theme to the boardwalk. A red-and-white striped dress, or a striped top with a red skater skirt, with clusters of cream and gold pom-poms at the shoulders and hem for popcorn. A honey-blonde bob with a small striped popcorn-box headband. Gold shimmer, red liner, peach blush and glossy red lips. A light striped carton filled with fabric popcorn, white tights, red sneakers and a gold belt at the waist. Pom-poms shed fibers, so I'd give them a shake outdoors before sewing them on. It's a good choice if you'd rather not wear a candy-covered dress.
17. Saltwater Taffy California Girls Costume

Saltwater taffy suits the theme naturally. A light blue dress with a softly flared skirt gets twisted strips of pink, lavender, yellow and mint fabric, with larger wrapped-candy shapes at the waist and shoulders. I twist the strips loosely and stitch them at each end only, so they stay plump. A pale pink wig in loose waves, lavender shadow, aqua liner, luminous blush and clear pink gloss. The prop is a foam cylinder wrapped in iridescent cellophane. White ankle boots or platforms, and pearl clips in the wig. Soft decorations mean you can sit and dance without anything crunching.
18. Candy Queen California Girls Costume

Want to be the queen of candy land? Start with a pastel purple dress with a full skirt and fitted bodice, add a light pink tulle cape, and decorate the neckline and waist with jeweled candy shapes. A lavender wig in big curls under a crown of foam gumdrops, wrapped sweets and glitter swirls. I build the crown on a soft headband rather than a rigid tiara so it doesn't dig in. Purple shadow, silver liner, bright blush and glossy pink lips. A candy-striped scepter from a painted dowel and a foam lollipop, white tights and sparkly purple flats or low heels.
19. Beach Boardwalk California Girls Costume

Boardwalk separates are what I'd wear if the party is outside. A pastel striped T-shirt, high-waisted pink shorts and a light blue cardigan, with felt candies on the shirt and a waist pouch shaped like a sweet wrapper. A lavender bob with soft waves and star clips. Sun-kissed makeup: peach blush, light blue liner, a little shimmer and coral gloss. A swirl lollipop and white sunglasses, striped ankle socks and clean platform sneakers. If it's cold, tights or leggings under the shorts and another pastel jacket keep the theme without the shivering.
20. Retro Beach California Girls Costume

The retro beach version is polished and covered up. A pink-and-white polka-dot romper or a fitted top with high-waisted shorts, then a sheer knee-length cover-up for movement. A lavender wig with rolled bangs and smooth waves, white cat-eye sunglasses and a flower clip. Winged liner, rosy cheeks and glossy coral-red lipstick. A small pastel beach bag with fake candy, and a beach ball dressed in removable candy stickers. White socks and pink canvas sneakers. Inflate the ball only partly; a fully blown one is a nuisance to carry all night.
21. Candy Surfer California Girls Costume

A surfer version is the one for anyone who wants full coverage and no dress. A bright long-sleeve rash-guard-style top with knee-length board shorts in pink, purple or turquoise, and flat felt sweets on the sleeves and waistband where they won't catch. Stretch rash-guard fabric doesn't hold glue well, so stitch the felt with a zigzag that can stretch with it. A lavender wig in loose windswept waves and a flower clip by one ear. Blue liner, peach blush, a little highlighter and pink gloss. A foam surfboard painted with candy swirls, and water shoes or sturdy sneakers rather than bare feet.
22. Roller Skater California Girls Costume

The roller-skater look brings in boardwalk movement. A pastel striped fitted top with a bright pleated skirt or shorts, knee pads with candy stickers, and a cropped satin jacket. Keep the hair off your face with a lavender ponytail wig or a bob with glitter clips, because a loose wig and skates don't mix. Pink-and-blue shadow, winged liner, rosy blush and glossy lips, and a lollipop crossbody bag. Wear skates only where the venue allows them; otherwise high-tops with felt wheel shapes on the sides get the idea across. Striped knee socks finish it.
23. Candy Palm Tree California Girls Costume

Palm trees bring California in directly. A mint-green dress with a pink waistband, plus flat palm-tree shapes cut from glitter foam across the skirt, with gumdrop circles in place of coconuts. Glitter foam sheds a little at cut edges, so I seal them with a thin coat of clear glue. A lavender bob with a small green palm-leaf headband. Green liner, champagne shimmer, warm blush and coral-pink lipstick. A pink-and-green candy-cane prop or a pastel beach bag, pink tights and mint platforms, with a few iridescent sequins at the hem for sand.
24. Sunset Ombre California Girls Costume

A sunset ombre puts the California sky into the candy theme. Choose an ombre dress or stack tulle layers in orange, coral, pink and purple over a plain fitted base, darkest at the hem. A few sparkly candy shapes at the waist keep it on theme. A lavender wig fading to pink ends, or temporary color clips over your own hair. Blend peach, pink and purple across the lids, add luminous blush and coral gloss. A sun-shaped bag or a round foam swirl candy, purple tights and coral platforms. Follow the same color order everywhere and it looks deliberate.
25. Hollywood Candy Star California Girls Costume

Red-carpet shimmer with just a few sweets makes a dressier version. Start with a sparkling silver or pale pink knee-length dress and add only a handful of jeweled candy shapes at the neckline and waist; on a sequined base, more than that looks cluttered. A lavender wig in smooth vintage waves with a glitter star clip. Silver shadow, black winged liner, rosy blush and glossy pink lipstick. A gold star prop with a painted swirl, oversized white sunglasses, a small clutch trimmed with pastel gems and metallic silver ankle boots. It suits anyone who'd rather shine than craft.
26. Disco Candy California Girls Costume

Disco is the one to dance in. A silver sequin jumpsuit, or a metallic top with comfortable flared trousers, with pastel candy appliqués along the belt, sleeves and outer seams. Sequins are scratchy at the underarms and inner arms, so I keep appliqués off those spots. A lavender bob with tinsel strands for shine, holographic shadow, purple liner, bright blush and high-shine pink lips. A mirror-ball purse with a swirl, star earrings and pastel bracelets. Platform boots in silver or white, at a heel height you can dance in safely.
27. Holographic Stage California Girls Costume

Holographic fabric gives a sci-fi pop-stage finish. A holographic jacket over a pastel top and matching high-waisted skirt or trousers, with smooth foam candies at the shoulders and waistband. Keep stiff decorations away from elbows and knees, where they crack or pop off as soon as you bend. A sleek lavender wig with blunt bangs and iridescent clips. Silver-blue shadow, crisp liner, pearly highlighter, pink blush and a cool-toned gloss. A pastel microphone or candy clutch, and white platform ankle boots to ground all that shine.
28. Pastel Sequin California Girls Costume

If crafting isn't your thing, let a sequin dress do the work. Choose pink, aqua or lavender sequins with a comfortable lining and a hem you're happy with. A belt of felt circles and twisted ribbon adds the candy. A lavender or blue bob with smooth bangs and two glitter clips, pastel shimmer, fine black liner, rosy blush and glossy pink lips. Carry one big lollipop instead of decorating the dress. Opaque tights and matching platform loafers or ankle boots, plus a small pastel bag. Every piece goes back into your wardrobe afterwards.
29. Last-Minute California Girls Costume

Last minute? Raid your closet. A bright dress, a pastel top and skirt, or a white tee tucked into bright shorts all work as a base. Cut candy shapes from felt or colored paper and stick them on with removable fashion tape. Temporary purple clips in your own hair, or a cheap lavender wig. Pink shadow, bold liner, plenty of blush and shiny gloss. A paper-plate swirl lollipop on a cardboard tube, bright tights, comfortable sneakers and big sunglasses. The bright hair, pop makeup and giant sweet carry it between them.
30. Plus Size California Girls Costume

A stretchy fit-and-flare dress is my favorite base for a plus-size version. Look for secure straps or sleeves and room to move, then place light felt sweets around the neckline and skirt wherever you want the eye to go. A lavender wavy wig and a jeweled candy headband for height. Purple shimmer, winged liner, warm pink blush and glossy berry lips. An oversized lollipop or a candy handbag, opaque pink tights and cushioned platform sneakers. Adjust the hem and sleeve length to the coverage you like, and keep the decorations soft so the dress drapes properly.
Building a Lollipop Prop That Holds Its Shape
The giant lollipop is in half of these looks, and the cheap ones droop. For the disc, foam board is light and stays flat. Cardboard is fine indoors but softens if it gets damp, and a paper plate only lasts one evening. I paint the swirl with acrylic, let it dry, then wrap it in clear cellophane gathered at the back so it shines like a wrapper. For the stick, a wooden dowel or a sturdy cardboard tube pushed through a cross cut in the back and glued in place. Round off the dowel end, and keep the disc smaller than your shoulders so you can carry it through a crowd.
Pastel Wigs, Bangs and a Night of Dancing
Most of these costumes call for a lavender, pink or blue bob with blunt bangs. Cheap synthetic bobs often arrive with bangs too long and too thick, so trim them while the wig is on your head. Snip upward into the ends a little at a time, never straight across. Brush it out before the night, as new fibers shed and tangle. Synthetic hair frizzes near heat, so keep it away from candles and hairdryers. Pin it to a wig cap at the temples and the nape if you plan to dance, and carry two spare bobby pins. Pastel wigs pick up makeup and lip gloss quickly, so tuck the ends behind your ears while you eat.
A Clear Color Story Beats Extra Sweets
The candy-pop look only works if you can wear it for hours, so start with comfort. A pastel dress, jumpsuit, romper or separates all make a good base. Add a lavender wig, bright makeup, light sweets, one playful prop and shoes you can stand in. You don't need every detail from the video; a clear color story and two or three signature pieces are enough. Test homemade decorations before the night, stitch down anything that flaps, and skip real candy and fragile ornaments. Then make it yours, from the classic candy dress to the surfer.
